Generally, vacant house banks operated by municipalities aim to revitalize local areas through the effective utilization of vacant houses, promoting permanent residency as part of this initiative.

Overview of Basic Rules for Utilizing an Akiya Bank

- The primary aim of the Akiya Bank is to facilitate the utilization of vacant houses; it does not handle or provide information related to the sale or purchase of land attached to the house or agricultural fields.
- When owning a property listed in the Akiya Bank, one must join the local community association of the property’s location and engage in discussions about community activities.
- The purpose of ownership should be for residence. However, with the owner’s consent, the property may be used as a vacation home or for personal business purposes.
- Subleasing or reselling the property is prohibited.
- Discussions with the owner and the community association leading up to the purchase agreement must always be conducted through face-to-face meetings.
- Payment methods must be negotiated with the owner, and typically, the total amount should be paid in a single installment.
