Starting April 1, 2026, the "Blue Ticket System (Traffic Violation Notification System)" will be introduced for bicycles.
Starting April 1, 2026, a "Blue Ticket System (Traffic Violation Notice System)" will be introduced for traffic violations (offenses) committed by cyclists aged 16 and over.
Until now, bicycle violations have often been dismissed even after being referred to the prosecutor's office for criminal proceedings, and it has been pointed out that violators are not being held sufficiently accountable.
Therefore, in order to ensure stricter compliance with bicycle traffic rules, a national system reform has been implemented in which blue tickets will be issued for bicycle traffic violations as well.
What is the "Blue Ticket System (Traffic Violation Notification System)"?
This system allows people who commit traffic violations (violations) to avoid criminal proceedings by paying a fine. Previously, this only applied to cars and motorcycles, but with this revision, it now also applies to bicycles.
Main violations targeted by the law
The law targets dangerous bicycle violations, including running red lights, riding on the sidewalk, riding on the right side of the road, using a cell phone (while driving), riding with an umbrella, riding with two people, failing to stop, riding without lights at night, and brake failure.
